1998 OceanPro 200 bogging

So i have a 1998 Evinrude Ocean Pro 200. ive had the boat for 4 seasons now with no trouble. after launch this year it would not plane on WOT and would only get to about 4500RPM. read a bunch of forums that suspected powerpack. did some testing found not firing on one cylinder, so sprung for the new power pack. installed new PP, still ran like s*&%. took off the flywheel to see the stator was fried, and i mean fried. replaced stator with new OEM. starts and runs perfectly, in neutrual. when i put it in gear it bogs down and stalls. so i suspected fuel issue. removed VRO, dismantled, no sign of damage anywhere. checked anti siphon valve, not clogged. checked fuel pickup, clear. NO clue whats going on and ready to unbolt the motor and watch it sink with myself tied to it.
 
The stator meltdown usually takes the voltage regulator/rectifier assembly with it. If you're having a tachometer malfunction or/and a battery voltage problem... yeah that would be a present problem. Having anything like this taking place? However, it's unlikely this scenario would be giving the problem you describe... just wanted you to be aware of what that meltdown problem usually includes.

In your case, with "all" spark plugs removed, check the compression... what is the psi reading of all the individual cylinders?... Now, with all the spark plugs still removed, check the spark to see if the spark will jump a 7/16" air gap with a strong blue lightning like flame... a real SNAP! Does it? NOTE that the 7/16" air gap is important.

When removing the spark plugs... take notice if one or two plugs look completely different from the others, and if so, mark down what cylinder they came from.

Simply stalling/stopping when shifting into gear... indicates a unusually low idle for some reason.

Stalling/stopping when advancing throttle indicates carburetor problems, usually due to sitting.
 
So, the tach works fine. compression is 93 in every cylinder. ill check the spark to 7/16 later today. so when i shift it into gear its ok, its when i increase the throttle is when it bogs down. will get to about 2000rpm then bog then die. The boat worked OK earlier this year, meaning i could get on plane (which took longer than it should obviously running on 5 cylinders). so this problem of bogging is new. I've checked the resistance of every coil, they all are fine. could this be an issue of a false signal calling for SLOW mode?
 
Your post #3... Increasing throttle results in engine bogging down. That's caused by either a sticking timer base (retarded spark), or (and most likely) the carburetors are entering their fouling mode due to sitting.

It could also be due to the throttle butterflies opening too soon... (throttle roller hitting cam before the scribe mark) but that's quite unlikely.

It's usually a case of the high speed jets (horizontal in center of float chamber) becoming fouled... needing a careful manual cleaning with a piece of single strand steel wire.
 
So in neutral it will throttle up just fine. I guess it could increase rpm faster? But either way it runs great in neutral. Just under load it's no good
 
It's really not running great in neutral.... It'll hit at least 6000 rpm with no load on 3 or 4 cylinders.

In neutral, one can race the engine to a danger point due to no back pressure. However, the danger point is to risk a runaway engine... it becomes a diesel. Closing the throttle, turning the key off, yanking the plug wires off... none of this does any good. the engine simply keeps increasing its rpms. By the time you get around to shutting it down by clogging off all the carburetors... internal pieces are flying out sideways.
