1998 mariner run problem

This is 4 stroke 50hp 4 carb motor---model 50elpt4 model 7f50412gd===engine starts up good and idles correctly--it can be setting in the water or on the hose---will idle normal and then proceed to increase rpm's at will--nobody touching nothing--what can cause this to happen--local shop--no answer
