1998 Johnson Faststrike 150hp prop shaft engaging

I have a 1998 Johnson 150hp Fast strike. I just replaced the entire lower unit. I also installed a new shift cable and water pump. The prop shaft turns in neutral. When put in either forward or reverse it does not turn in either direction. Is this normal? I have not fired it up yet. Still in shop and wanting to be cautious. Thanks.

Propshaft should be turned by an assistant when shifting with engine stopped.-----Hopefully the shift rod height was adjusted/set to the correct dimension!
