I have a 98 35hp that I've converted to tiller. It has a key ignition on the tiller and I installed it and hooked it up to a battery and the tilt works but not the starter. There is a clicking sound when the key is turned but it's not coming from the starter. It's coming from the opposite side of the motor. Is the starter relay no good or is the starter no good. When polarity is reversed the starter will spin in the opposite direction if that helps. Thanks
