1998 Johnson 225 missing at low RPM'S

This is a rebuilt engine with 6 hours run time still on double oil. I went through the Carbs, new needle and seats, disassembled completely and blew through all orifice holes (side ones included) checked all float levels, the carbs were spotless when I took them apart. Changed all fuel lines (ethanol rated) and filter, as far as I can tell it does not seem to be leaking anywhere (No wet spots). I purchased this motor recently and do not know the past history. Ran a Plug check @ 4500 RPMs they looked great. My problem is below 3000 RPMs it misses and loads up, could the double oil be a contributor to this or do I have some other problem. Ran another plug check today at 3000 RPMs and a few of the plugs looked slightly wet. Thank all of you in advance for your time and knowledge...without it... Pulled the Pulse line ...seems to be only oil in there. I went ahead and disconnected the VRO power wires and plugged the VRO and Pulse line for a test run....only had about 20 minutes to spare. It feels like it helped a little bit...will run it longer soon as I get a chance. The last time before I disconnected the VRO it used almost 2 inches out of my oil reservoir for 8 gallons of gas. Is this normal?
