1998 johnson 225 looper

Did this motor 1998 Johnson 225 (J225STLECS) come with an air breather/carb cover? If so, does anyone know where I might purchase one.

Yes it did. It is commonly known as an air silencer.
On your model, it is held to the front of the carbs with two wingnut style screws. The wingnut is a molded plastic knob. Get those too, as they are over 25 bucks each.

Your best bet is a local salvage yard.
