1998 Johnson 175 V6 Tilt/Trim Problem

I corrected the dreaded "down hop" by draining, filling, and bleeding the tilt/trim system and now it works smoothly in both directions. However, I've had a problem with the outboard getting stuck in the tilt up position for a few years now, and the refill/bleed did not fix this. I can hear the tilt motor running when this happens, but the motor does not drop. I usually use the manual release to gain back control, but I would love to know why this is happening. I've spent some time researching this issue online, but haven't found any solutions. Thanks for taking time to check out my post, and I look forward to any responses.
 
One other thing that seems odd about the PTT. I had an Evinrude 70 on my previous boat, and when I dropped the motor onto the trailering bracket, I would typically continue to press down until the two trim rods were fully covered. On the Johnson 175, those trim rods do not lower at all. I've been toying with the idea of replacing the whole unit, but I have yet to find a full procedure online for that.
 
Actually - I just watched a YT video posted by Dangar Marine, and the procedure to replace the PTT unit on this outboard does not look difficult...even for a mechanically-challenged guy like me.

Can have it totally rebuilt from a place in Florida .
I shipped mine from new jersey and had it back in week too two .think I paid about 725$ also had it re painted .
My was on a 1997 200 ocean runner

Had a fellow call me from 2000 miles away.-----Mobile mechanic said he needed to replace the entire unit.-----I coached the fellow on what to fix.----He has not called back to order a used unit.
 
Thanks jatr24 and racerone. After watching a couple vids, it seems like I might want to punt on this until the season's over. It doesn't look that difficult to rebuild, and except for occasionally having to manually release, the trim and tilt work well enough to finish the season. I'd rather not buy a new unit except as a last option. So - thanks again to the forum for the guidance.
