1998 9.9 hp Cooling question

I recently bought a 1998 9.9 2 stroke, it's a great motor that starts and runs fine. However I am concerned about the cooling system because the water stream emitted from the telltale is not consistant. It either is streaming a strong steady flow or not at all. When running at WOT or idle the stream starts and stops at about 1 to 2 minute intervals. The motor was being run in Puget Sound which has a water temperature of about 45 degrees. The motor has a Tstat housing but I do not know if a Tstat is installed. The big question: is this normal? If not, is this the Tstat acting up or the impeller signalling its impending demise?

The other thing I need is the carrying handle that attaches to the tilt tube. The plastic handle on my motor is cracked and I would like to find a new or used replacement. Any help with these issues would be greatly appreciated.

You need to go ahead and change the impeller. The problem you have could be normal because of the water temp, with the thermostat opening and closing, but better safe thaqn sorry. The impeller should be changed at least every two years.
