1998 25 Hp Mercury seem fuel starved

My motor starts with the choke out and runs a few seconds then revs up an dies. I changed fuel tank and no help. Fuel filter is clean. Is there an air filter on this model if so I maybe its clogged? Not sure what to do next?

There is not enough fuel in the carburetor.------------No air filter on it .--------------------Clean the carburetor by taking it apart.-------------Not an impossible job to do at home.
