1998 200hp ocean runner, fuel pump, tilt trim problems help please

I could not get engine to run unless i pump the bulb. Replaced the bulb still will start up but wont stay running unless i pump bulb. Question...How successful is rebuilding a pump. I ordered the kit and took it apart but all the parts inside appear to be in great condition. Am I wasting my time? Question number 2. I should say all this happened same trip. Went to put motor down and bottom switch on handle will not work but switch on motor will. Also, when the motor gets to the very top when trimming up it gets stuck. I can stop one eigth from top and it will go back down of course with switch on motor but if i go all the way up it will not go down. You hear trim motor running but it wil not let it down unless i use manual switch.
 
You need crankcase pressure pulses to drive the fuel pump.-----Positive and negative pulses are sent to respective side of the " airmotor " this in turn moves the fuel piston.---------Start with a quick compression test to determine health of the motor.-----Cylinder compression may give a clue on crankcase compression.-----------There could be issues with crankcase / crankshaft seal rings too.---------No reason why a " rebuild " on the pump would not be successful if crankcase pulses are there.
 
And you trim pump is low on fluid.
with the motor trimmed up I pulled the cap off and flued immediatly started to come out. Wouldnt that be full? I dont know just asking. That wouldnt cause the down switch to not work on the handle would it? Motor wont run when switch pressed but swith on side of motor will make motor run but wont go down.
 
I never did rebuild pump but was wondering what else it could be. Motor runs great except for fuel issue. 300 hrs on motor.
