1998 150 hp ficht johnson

My outboard is acting up. The water temp gage is lite up on my dashboard. The engine will no accept throttle and sputters when I try. It starts and runs well in low RPMs. I let it sit overnight and it still had the same problems without a warm up period. My water pump is "peeing" a normal string stream and does not feel any warmer than usual. Wondering what order of diagnosis to take. Any suggestions?

Take it to somebody that has a laptop, have them hook it up and see if you have any codes. You can't work on these mtrs anymore with out a laptop.
