I cant seem to get anymore tha

I cant seem to get anymore that 4300rpm out of this motor at WOT. I checked the linkage its good. I checked the height to the cavitation plate. Thats good. The prop is a 15x17. The lower unit is off a 220 I think. Its a 10 spline. It runs good and idles good but the RPM sucks. Any suggestions or thoughts? I assume it should be at least 4500 WOT. Tks

2:1 - V4 or 1,8:1 V6.
Note that even if fitted with a V6 gear-case it might be V4 gear set and ratio. (Used on XL-models)"
