1997 xli crusader master/ slave dash cluster question

i have a 97 xli master slave setup on my carver. this is oem to the boat from carver. i am the 2nd owner. i have the 4 light crusader light cluster on each engine at the dash boat only has the flybidge driving station .however only the stbd light cluster illuminates and buzzes when turning on the key at start up. the stbd is the master engine. i have verified this the port cluster has never worked since i have owned the boat. all other guages operate properly on both engines there have been no problems with either engine so far so i have had no need to actually experience a alarm. my question when turning on the key should both light up with this configuration master/slave or since the engines are linked together is the master only going to light up and buzz as its presently doing? i have swapped the crusader light clusters with each other so i know that the unit is working. i know by reviewing the master slave harness setup there was some changes to the wiring harnesses, any one have this setup and can give some insight to this please let me hear from you. thanks
