1997 Merc 25hp 2 stroke help!

Hey guys, first post. I just bought a 16ft Polar Craft with a 1997 25hp Mercury 2 stroke. It starts and idles OK. At low rpm, low speed it runs fine but as soon as I try to open the throttle it revs high but I lose speed almost like it’s slipping out of gear?

Ive researched and thought it could be the hub? But when I take the prop off I’m not sure where I need to dig into?

Yep, no reason to talk about it for another 10 posts, try another known good prop, this assumes that the engine is the correct shaft length for the transom, it's either 15 or 20 inches.
