1997 Johnson 4 HP 2 stroke possible cooling issue

Hello,
I recently had to rebuild parts of the gear box because it was stuck in forward. The tag end of the clutch spring had broken. Thanks to AI I ended up doing alot more than I needed to do. I had to separate the engine from the lower unit. It's all put back together with all the tubes and rods in the lower unit in the right places, new gasket. In the tank test I noticed a stream of water coming out the small hole in the back right side of the lower casing just below the engine. I believe its a manufactured pressure release port. When the cowling is in place it sprays all over not like a tell tale. Before I took the the lower unit off, it didn't do this. AI says its manufactured that way and is ok. Not sure if I believe it . I know it tells me that the cooling system is pressurized and water is flowing. Can anybody verify this? Is there another issue that may be causing it?
