1997 Johnson 225 bearing carrier

I installed the seals and prongs from the Sierra kit in the lower unit prop shafts bearing carrier and now the prop shafts doesn't spin freely in neutral. It's not completey bound up but if u spin it it almost immediately stops. What could be wrong? Would seals tighten it up that much?

Give the prop shaft a couple side ways wacks with a rubber mallet and see what happens.
