1997 Johnson 150 electrical problem

Just purchased a boat with 1997 Johnson 150 Ocean Runner on it. When I attempt to crank the engine by pushing in the choke, the 20 amp fuse continues to blow. Any simular problems out there?

The choke primer or a wire going to it could be shorted out.
