1997 force 120 hp

i pulled my boat out garage and forgot to tilt motor, so motor hit ground and drag for awhile. i cleaned
fin up with grinder its ok and tilit still works however its now hydraullicaly locked up in tilt tube please
help. being a electrician not a mechanic this is trying.

Don't understand what(hydraullicaly locked up in tilt tube) means??
Is it up and won't come down?J
