1997 force 120 hp starting issue, need help quick if possible

my buddy is at the lake and cant get his engine to turn over, its a 1997 force 120hp. when you hit the key it will only crank about 1/4 turn. he hooked the jumper cables straight to the starter, same result. he took the spark plugs out and the engine cranks just fine, he switched the starter and it still wont start. what are some things to check to get this thing running again. the batterys are new and fully charged, need some help asap

Are the battery clamps and cables from battery to engine in good condition? Almost sounds like starters not getting enough juice through the cable even though the battery is 100%

he hooked the jumper cables straight to the starter, by passing the batterys in the boat and had the ignition in the on position

you got water in the cylinders ? its turning with the plugs out, thats why i ask.

If yes then i'm afraid you got a crack in the water jacket letting water into the cyl.

Do a compression test with all the plugs out and the throttle fully down.

it ran fine two days ago on the muffs at his house, no water appears to be coming out of the cylinders when cranking with plugs out. he has had it out a few times this year and it has ran fine. he even tried to start it out of the water on the trailer with no luck
