1997 Evinrude E70TLEUM Crank No Start With Key

1997 Evinrude E70TLEUM Strange crank no start issue.

To start here is a list of brand new parts on the engine...

Brand new Power Pack.

Brand new engine wiring harness from the 3 main connections on the engine to the ignition switch and gauges.

Brand new ignition switch with new key, and man over board tether.

Brand new fuel lines, primer bulb, and fuel tank.

Brand new Optima Blue Top battery.

All connections are clean and tight.

Engine has no spark to any of the plugs when cranking using the key, I checked all plugs with a Matco Spark Tester. If I use a jump wire and jump the starter from the starter solenoid with the key in the ON position, the engine starts right up with no hesitation and will sit and idle perfect. If I turn the key to the OFF position the engine will shut down just like normal, but if I try to start it again with the key there will be no spark. The only way I can start the engine is with the jump wire. I checked all connections and all of them are clean and tight. All grounds are grounded properly. I'm curious if anyone has some insight or has experienced this problem before as well. I had this same issue with this engine before I replaced all of the brand new parts stated above. I am tired of just throwing parts at this engine and need it fixed. Any ideas?????

I have double checked and triple checked everything. Unless I am blind and am missing something. It's always nice to have a second set of fresh eyes on it. Unfortunately, none of my buddies are mechanically inclined at all.
 
Sounds like the wrong ignition switch.-----Pictures of the wires off it.----Or identify each terminal on it.-----Are there 2 " M ' terminals , yes or no ?
