1997 3HP Won't Start

I have a 1997 J3REUC that I bought new and probably has less than 10 hours on it. It has been sitting in my garage for 10 years, with no fuel in it. Tried to fire it up today for a trip next weekend and of course it won't start, not that I expected it to.
Could someone point me in the right direction as far as what I should check? I don't want to randomly start tearing it apart.

Basics first. Check your compression and then your spark. If that's okay look into the fuel system.
