"It starts out at about 13 volts and works it's way up to 16 volts plus. What is wrong and if I run it like this, will it burn out the elect. system."

"It is fitted with a non regulated rectifier and that is the normal behaviour for those.

For reasons I know not the 25" shaft models were fitted with a more powerful stator coil and a (water cooled) regulated rectifier.
It might be possible to fit the reg/rect if you are really concerned but rest assured what you observe is normal for a non regulated rectifier.

Switch a bit of load on, the lights or something, that will pull the volts back down."
