1996 Johnson Oceanrunner 225 Primer solenoid issues

Hey Guys.

My primer solenoid is electrically intact (4.9 Ohms) and has good continuity to ground.
When the ignition key is pushed in I get the correct voltage on purple/white.
I cannot hear an audible click but i can feel the pluger is moving internally, I have disassembled and checked all the parts are intact and correctly put together.

For testing we removed one of the outlet side lines to observe flow. What we found was when the key is pushed in it will spit a small amount of fuel out then stop, if we push the key in rapidly it will continually release the fuel in small spits.

Manually activating the red lever results in fuel flowing correcty from the outlet ports.

Any ideas on what else to check?
 
That unit is NOT a pump.---It is a VALVE that opens when key is pushed in.---Try seeing how fuel comes out when motor is CRANKING.----It appears to be working properly to me.
 
Yes I'm well aware it's not a pump, it's a solenoid actuated valve. Therefore if pressurised fuel is supplied (via the bulb), when the coil is energised there should be flow from the pressurised side through the valve.
It shouldn't matter if the engine is cranking the only thing that changes is the fuel pump maintains the pressure.
