1996 Johnson ob losses power under load

I have a 1996 Johnson out boar

I have a 1996 Johnson out board that loses power under load. When you choke it it picks up power. I tried cleaning the carb bowls out. I put the breather face plate back on and now the choke doesn't work either. The choke selinoid is clicking but nothing happens. Ran good when I put it up. I put stabl in it. I sat over summer in garage.

"Hey Tom.... When you cleaned out the carb bowls, did you also make sure the Hi-speed jets were open and clear,? They are the brass screws on both sides of the bowl..they must be open and clean....
Is fuel getting to the choke selenoid? It is the middle hose of the 3...check by removing hose from primer selenoid and squeezing the bulb..should get fuel...."
