1996 johnson 90hp shift issues

I've got a 96 90hp johnson, vro deleted new to me that's having a issue when shifting from forward to neutral. When shifting back to neutral I lose power on all the gauges and the starter momentarily tries to engage. The gauges come back on though after about a second. I'm assuming this Is a wiring issue, but looking for advice before I start trying to diagnose it.
