1996 Johnson 25 horse runs rough at intermediate speeds.

Does anyone have an idea why my 1996 Johnson 25 horse outboard would run fine at low and high speeds but run rough at intermediate speeds?

Sounds like a sticking timer base not advancing the ignition properly.
