1996 Johnson 15hp motor help

I bought a 1996 Johnson 15hp from a guy at work for $50. He told me it didnt run.. no big deal to me.. First thing i did was pull it to see if it have spark after i pulled plugs... it did. Plugs were a little black but nothing bad. checked to see if fuel was getting in the cylinders... there was none.... over to carb... drained the bowl. re primed. checked again... nothing... i pulled the carb out and well i found this..... 5300.jpg

Cleaned it all out with carb cleaner, made sure jets were clear. put it back it. Primed again, pulled sputtered and that was is. Looked in the carb could see fuel was getting in. so fuels out.

Im at a loss here. Spark--check, Fuel- Check. Something I'm missing? primer bulb was kind soft after pulling but when i took it off the tank and covered the one end and pumped it was hard. I had had a gal of fuel in the tank( Its new fuel mix)

check if spark plags cableas are NOT crossed
 
Hahaha when I was serviced some time ago they number the cables and cylinders...

But I got it to start anfter pulling for a half hour with choke on and off.... Finally I got it to pop anfter I was just about to give up.( Same time I got this reply) . She's running rough but thats a different bag I have to get in to... I have to set the idle on it and that's another fun afternoon im gonna have.... Have any tips on that? I know there's one on the carb and the handle which one do I dive into first?
 
So went back out today. Pulled once on choke, twice one no choke and started... Tried to set the idle and well im at a loss yet again. Mix adjustment on carb is 1.5 turns out from all the way in. Low speed set on throttle handle is 1 turn in from all the way out.

After I have it running I go to turn the throttle down it to idle at low rpms it comes down then revs way up and shuts off.

If I turn the low speed knob all the way in it just keeps spinning and never stops. Im pretty sure that's not right, correct?

So what I asking here from you all help! Am on doing something wrong ? Did I adjust the carb wrong low speed knob broke? What??

I only ask this because I've never owned a Johnson/evins motor, only mercs
