1996 Evinrude 28 hp won't keep running

Cant keep motor running after start. occasionally get 30 to 45 seconds of idle. most times it just stalls right after start. Fresh gas and oil. replaced small o ring in fuel filter. Large o ring and screen seem fine

What is the history on the motor ?------------did it run OK last year ?--------Have you checked operation of the motor while operating the manual fuel pump ( primer bulb ) on the hose ?---------Have you checked O-ring in the fuel connecter ?--------Electric start ? if so where is the red lever on the primer positioned ?------Checked for proper spark on both cylinders?--------Have you tried opening low speed mixture needle 1/4 turn at a time ?

Engine ran fine last year. Tried pumping primer ball but still stalled. O-rings on fuel filter only. Where is the fuel connector. Electric start - red lever pointed down. haven't tried any adjustments
