1996 evinrude 25 hp surging problem

Having problems with the motor running at high rpm. I had just replaced the fuel pump, cleaned the carb.
What do you think this motor is wrong i think it might be the power pack

That is not a good way to test a motor at all.-----Could be expensive too !----------Check for spark on both leads.--------Not just spark on the plugs but spark that will jump a gap of 3/8" or more.-----Do a compression test as well.----Report your results.------Do you have a model # on your 1996 motor ??

Do a cylinder drop test on it to see if it's running on both cylinders.
