"Edwin, Charles is right. If you have electric start you really need to remove the starter - makes it many times easier.

It is tight to get into at the best of times and a pair of (long) needle nose pliers certainly helps.

(I will post a couple of pictures).

The shift shaft is "pinned" to a cam underneath the powerhead, located slightly behind the bottom of the carb. It is held onto the cam by a clip which holds the shaft (sandwiched) between the ears of the cam.

You move the clip upwards (first) to unlock and then pull back towards you. May sound confusing but when you actually see/get at it, it will become clear.
