1996 25 hp Evinrude E25TEEDA not idling

Took boat to lake for 1st time today, cranks good, pushes 14' allweld great, just will not idle. May have idled 10-15 seconds once or twice then died. Any ideas for a rookie boater whose somewhat mechanically inclined, just dont know where to start ???
 
Does it just need the idle speed increasing with the adjustment knob on the tiller end ?

Manual primer pump? Does it help to operate that.

It could be the idle mixture out of adjustment or it could be that you are going to be doing a carb clean.
