1996 15hp Evinrude 4 stroke

I recently purchased a 1996 15 hp Evinrude 4 stroke. I brought it in for service. Had the impeller changed, motor & foot oil changed, carbs cleaned and new plugs. Tried it for the first time, started right up and trolls awesome however when you go full throttle it almost cuts out every 20 or so seconds doesnt stall just surges. But when you back off to trolling speed its runs perfect? Anyone have any thoughts on the cause of this?

When this happens try pumping the primer bulb.

It surge every20-30 seconds, almost like it is missing. When it does surge it only lasts for 1-2 seconds so I am not sure I could gage it with the bulb as it does not do it very long. The fuel bulb however stays very firm. I am wondering if it may be electrical? The motor is a 96 but very clean inside and appears to be in great shape but this surging has me concerned it will leave me stranded. Thanks for the reply.
 
Update: Put on a brand new fuel line/bulb and took it out. Same issue. Starts and trolls like a dream. Once you get to 1/2 throttle or above it hesitates/surges back it off to trolling speed again and it runs perfectly. Very frustrating. :(
 
I feel your pain. They're a lot easier to fix when they just quit running than it is to try and figure out nagging problems.

I went thru this with a 4 stroke Mercury...mine was a carbon build up problem...the carbon build up actually unseated the oil rings on the pistons causing leakage....and loss of power above half throttle...this may not be your answer, but its worth a try.

1) If your motor does not have a compression limiter (designed to keep a valve partially open to help ease pulling the starter rope), do a compression test on both cylinders...see if the readings are close to each other (roughly within 10%). If you have compression limiter, you will have to do a leak-down test to see how each cyllinder is as opposed to a compression test.

2) take your oil fill cap off and see if u can smell any gas odor in the crankcase

IF the readings for the first suggestion are 20% or more apart OR if you smell a gas odor out thru the oil fill cap...a product for Evinrude (much like Mercurys PowerTune product) would be an inexpensive option to try.

Also, on the leak-down test, it will give you a clue as to whether you may have a valve, piston ring, or possible gasket leak issue.
 
Update....Put on the new 2018 Tohatsu 20 hp 4 stroke. When running through the breakin process I am having issues at full throttle with the warning light coming on and the motor surging almost the exact issue I was having with the 1996 15 hp 4 stroke Evinrude! After contacting the dealer I purchased the Tohatsu from their feeling is the motor is hitting the rev limiter. And I will need a prop with 1-2" more inches of pitch. What is everyones thoughts on this? And if that is the issue could that also be what is happening with the Evinrude? The motors though much different in years feel the exact same way when this happens.
 
Is the outboard lower the correct length for your transom? Almost sounds as if it is too short and your prop may be sucking air when you try to plane out. Could also be a prop issue, however most dealers should be able to get you set up correctly or at least close based on engine/boat info.
 
Yes outboard is correct length. anti-ventelation plate is about .5 below the bottom of the boat. I ordered the out board on-line and saved about 900.00 so the dealer did not set it up on my boat. I guess that is the price you pay for not buying local unfortunately I live in a very rural area and would have had to travel almost 200 miles each way to get to a dealer.
 
Pier Propeller. 716-875-1777. Give these guys a call tell them what boat and engine and they may be able to tell you what prop you should be running. Post what boat you're running that on and someone here may be able to help also. Can't make any promises but with most setups that prop shop is usually spot on. Always have good luck with them. Worth a shot. If it does indeed end up being a prop issue.
