1996 15 mariner runs terribly

"I bought it new in 1998,returned it many times,but the dealer insisted there was nothing wrong.I tried different plugs,oils,but nothing changed.It starts well,idles fine, although smokes a lot,and runs good wide open,but from fast idle to half throtle,it sputters and stalls,and always has.Can this be fixed,or is mariner just inferior to all the other manufacturers of outboards?"

"The 96 Mariner 15 is a Mercury model and is probably the best 15 horse 2 stroke ever built - so you may have simply picked up a lemon there.

It is obviously a problem somewhere in the fuel system. Either the carb is bad or you have a problem with the reeds or a bad seal somewhere.

I would suggest you find a different shop and if they do address the issue, then go back to the place that sold it to you and request they pay for the problem they couldn't find..."
