"I have a 1996 115 johnson. After running the engine above 3000 rpm for a few minutes in gear then slowing down and putting it in neutral the engine will rev up to 1800-2000rpm for about 15 seconds then drop back down to normal. I have done the compresson check 120-125 on all cylinders. I have looked at the spark-plugs and #1 cylinder seems to be running lean. I looked at the carbs and all looks good, I then swapped out the carbs between #1 and #2 and #1 spark-plug still looks lean. The manual states that if you cannot lower the idle speed there might be and induction leak the gaskets have been replaced on the throtle body and block and the carbs. Does anyone have any suggestions as to other causes??
