1995 Mercury 40hp tilt trim issue

So heres whats going on, The tilt motor is brand R new and so are the relays and the switch and the harness. I didnt buy all that to try to solve the issue it was just parts that were looking worse for wear. I got the motor not running and the trim pump was sized from sitting. (hasnt ran like 2000) so i ordered up a new pump, which is slightly different than the original but this website said it was the right pump. So heres the problem, i put fluid in it and lowered it down to begin the bleeding process. However trying to raise it the motor will run for about 5 seconds then stops, if i let it sit a few minutes it will do the same thing. If i raise the motor manually it will trim down a few inches and then fall the rest of the way. Won't go up though it just runs. If i touch the wires directly to voltage it runs for a few seconds and then cuts off the same as before. Is it possible that i got a bad motor or is something causing it to shut off? Thanks! This is the last thing that needs fixing before i can sell the motor and know that i did everything right.
 
Battery is charged btw and it seems to only shut off when trying to go up with the motor, going down seems to just run. Another thing is if its all the way down I lower it using the power it keeps sucking fluid and sucking fluid in and eventually it will begin to spit it back out. Raise the motor by hand and it will puke all of it back out. Im not sure whats going on here.
