1995 Mercury 175 HP XRI Voltage Regulator Problems

My tachometer is not working and battery voltage stays at a constant low 12v to high 11volts, regardless of RPMs. I assume both Voltage Regulators are bad. The original Mercury part number was 815278T, but has been replaced with 8M0084173. Replacement cost ranges anywhere from around $250 to around $190. From searching the web I have read that it is best to use the latest version, but I can purchase the original 815279T from Amazon for $25. I had to replace the power head and have spent a ton of money on this thing, so this is kind of a mute point at this point in time. Was hoping someone might have experience in this area. Any advice would be appreciated.
 
CDI makes one for 75 bucks. It uses a grey wire for the tach, which eliminate problems trying to make a tach work off the yellow wires with a voltage regulatory in the circuit.
