1995 Johnson 115hp will only run WOT with primer held in

Thank you for your help everyone!

I have a 1995 Four winns jet boat with a 115hp OMC which to my understanding is a 115hp Johnson.

The boat when held at WOT just bogs unless you hold the key in(primer) and then it accelerates. I pulled the carbs and they are perfectly spotless! Just want to know what direction to go in next??

How do I test the fuel pump?

I would think if it runs better when the primer solenoid is operating that it has enough fuel pressure otherwise it would not run better when I press the primer solenoid??
 
Start with the basics -------Compression test.--------------Rebuilt one of those last winter and found one extra high speed jet had been onstalled at one time.-------------One port had 2 of them , no wonder there were running problems.
 
Did you take the high speed jets out of the bottom of carburetor float bowls ( 3/16" shank screwdriver ) and verify them clean ??
 
I did not, I was concerned I might break the jets without special tool, they did flow carb cleaner when I squirted them. Can I pull jets with a regular flat head small screwdriver?

No need to use a phone at all.-------Having to use the primer clearly indicates a carburetor problem.-----You could always bring it over I can " fix it "
 
Do you think there is any chance the fuel pump is an issue?
I have the carbs off now, plan to go over later and clean and blow air through all the ports, any other tips for cleaning or things I should check on the carbs?
 
SO I had the boat out yesterday and it ran great after cleaning carbs for about 15 mins of WOT, then it started to develop a misfire. I tried the primer solenoid to see if it was a fuel issue but that only made it worse, when I backed off the throttle a little it would run better. We stopped and checked the plugs which looked okay. Went back out and it ran fins again for 15mins and then it started to misfire but this time it was much worse and eventually led to it stalling and wouldnt restart. Once back on land it did start about 45 mins later.

I think it may be power pack, your thoughts? How do I diagnose?
