1995 Evinrude Vindicator 200 hp E200CXEOC acceleration problem

I have a 1995 Evinrude 200 Vindicator (Model: E200CXE0C) that has problems with acceleration. It seems to bog down when taking off. In neutral, I can get full rpms without hesitation. It only bogs under load, Forward and Reverse. If i put in neutral and rev engine a few times then place back into gear it will accelerate like normal. The primer bulb remains tight after sitting for a while to fish. I've even tried to squeeze the bulb before taking off and issue remains. The carbs have recently been rebuilt. New Stator, New Power pack, new Coil Packs, New Spark Plugs Wires, New Spark Plugs. The engine fires and starts with no issues. It even idles well. Only issue is acceleration. What can this issue possibly be?

@Boobie, I hadn't tried that. I usually throttle it a few times before putting in gear and then it takes off. I've been reading and see where others have had the same issue and there are a few things that can be the culprit. 1. Heat Soak, 2. Check Valves listed on cylinder crankcase schematic. Item # 12 436385. 3. Dirty Carbs.
The Carbs were gone through really well and all new components put in correctly. I've never change or checked the Check Valves. Will this cause the bogging issues i am experiencing?
 
DIRTY THROTTLE PLATE! Very often overlooked when "cleaning the carbs".
You must clean behind the welch plugs (or screwed on cover plate) to clear those tiny holes.
Very good suggestion by Boobie to try pulsing the choke as you try to take off.

Throttling the motor before putting it in gear is NOT a good idea.------Best to determine what is wrong.-----When carburetors were rebuilt were the bowls checked for warpage ?
 
The throttle plates were cleaned very well and replaced with new side plate gasket. @ racerone, I do throttle the engine up and let the rpms settle before putting in gear. I do not want to induce any lower unit issues. The bowls were placed on bench top and no visible gap was there. I read on doing this in different post. Some would sand the bowls back to flat. This engine is now pre-mixed. I got rid of the vro. Same issue was happening with vro.
 
I want to better describe the issue i am having. I start the engine and usually let idle while i park the trailer. Get back to the boat and idle out of the no wake zone. No issues during the idle. Time i get ready to go ahead and take off, it bogs down and cut off. Engine starts right back up with no issue, No excessive turning over, just a quick start as it should. i rev the engine a few times in neutral and get rpms as if nothing is wrong. i put back in gear and give it some throttle and sometimes she take off as nothing was ever wrong, sometime she will bog a little then take off, sometimes she bog and cut off. I repeat the process until i can take off with normal acceleration. I know this engine is not meant to idle for ling periods of time. This short idle should not have affect on the take off. I get to fishing spot and fish for a second. Start engine and the same thing happens. Primer bulb still tight.

Could i be flooding the engine? Could I have bad recirculation valves that has excessive oil and gas pooling behind the intake? Could the carbs need adjusting since no VRO is active? Gas mix is 50:1
 
What does a compression test show.------Good spark ( able to jump a 7/16" gap ) on all leads ?----Not a good idea to rev these motors up in neutral !!
 
Compression Results are 128 128 130 128 127 130. Compression seems to be OK. When I replaced the stator, powerpack, ignition coils and wire, and spark plugs, I tested for spark on each cylinder and all show good. from what I can see there is no intermittent spark.
 
Those compression results are from the end of last year when I was upgrading all the ignitions.

@Boobie, I hadn't tried hitting the primer when bogging just yet. I'm waiting for the weekend. We have ugly weather here in GA right now. Questions for you so i can know what to expect when hitting the primer.
If hitting primer while engine boggs and bog clear up and boat accelerate as it should, what is that telling me about the engine?
If hitting the primer while engine boggs and engine chokes out and stall, what is that telling me about the engine? Carbs?

Does anyone know the factory settings for the idle adjustments? Just in case its a carb issue?

The electric primer puts fuel into the engine.-----This fuel bypasses the metering jets.-----If performance improves it would point to issues in one or more carburetors.
