1995 Evinrude 115hp oil leak?

I am new to outboards as I am in the process of buying my first (used) boat. One that I like has a 1995 Evinrude 115hp that I am a little concerned about. On the horizontal seam (both sides) where the lower unit meets the mid unit, there is oil present. The seller said this was expected on a 2-stroke, but I'm dubious. Why would oil be present on this seam? Does it suggest gaskets need replacing?

That is a metal to metal (no gasket) meeting of components/units. It is sealed at the factory... BUT... in time, eventually the lower unit is removed to install a new water pump or whatever. This breaks the seal and unfortunately water will spray out that seam for a while until it clogs up with debris (marine junk)... BUT... I have never seen oil or exhaust waste (black oily substance) being blown out that area... NOR... gearcase lube.

It remains to be seen at this point which it might be... exhaust (Bad or missing exhaust tube seal)... OR... gearcase lube (Bad leaking seal)?

The exhaust tube seal... The most common human error is that when the lower unit is being re-installed (new water pump installation), the heavy duty exhaust tube seal is hit, pinched, damaged, which allows the exhaust waste to enter the water passageway at that exit point... however this is the very first time I've heard of it resulting in this type problem... if this is indeed the problem.

Is what you see a Pitch Black substance... or the coloration and viscosity of gearcase lube?

In either case, in my opinion, it would be advisable to drop the lower unit to inspect for any improprieties.

NOTE: The seal between the two metal units (Long exhaust housing & Lower unit) can be restored by coating the lower unit surface with "Bombardier 3M Product #847 and may be listed as Scotchgrip 847, part number 776964", and letting it setup a few minutes before installing it. Wipe the excess off that squishes out after being bolted up with Mineral Spirits.
