lets say we have good waterflo

lets say we have good waterflow.. this engine has water coming out top and bottom could this still get hot and what would possibly cause this condition.

On the back side of the exhaust housing adapter just below the powerhead is a thermostat housing containing two thermostats, one for each bank of cylinders. It is connected to the cylinder heads with a rubber hose about one inch in diameter, one on each side. Behind the thermo housing is a valve body which has a small air bleed hole. If this hole gets plugged with sediment, which is not uncommon, the cylinder heads get air locked and overheat. You can check for this by bringing the motor up to temperature and squeezing the hoses between your fingers. If air locked the hoses become hot and very hard because of the pressure build-up. Check this out it may be the cause. As you will see, if you need to remove the thermo housing assembly you are in for a challenge."
