1995 90hp Johnson no Power

I have a 95 Johnson 90hp j90le

I have a 95 Johnson 90hp j90leor that has been in the shop twice first time it needed the timing reset and 1 coil pack second time it was in the shop it had the flywheel changed because the ring that fires the plugs just spun on the flywheel. when I got it back it ran fine for about 500 yards than I let the throttle off and tried to take off again it was not able to plan off or come up to full throttle? would not reach 3500 RPM's Any suggestions what could be the problem? I am getting tired of putting money in this Motor!!!

How do you repair it? does it

How do you repair it? does it have to be lined up with something so that the firing marks are in the proper place?
 
this has been to 2 different s

this has been to 2 different shops it has an electronic problem I can't find myself or I would be fixxing it. I did all the mechanical stuff of my old motor and did all the compression testing on this one before taking it in. carbs have been cleaned twice.
