1995 48 hp spl fuel pump

I am somewhat confused. The fuel pump has 3 line. Fuel in, fuel out, and a 3rd line that I do not know the reason for. What is going on with this? I am not getting fuel to the cylinders. Spark plugs are dry. I am getting fuel to the pump. Took the pump apart, and checked diaphragm for holes, but it is good. The engine has 120 psi compression, but with the pump pulled off, and spin the engine over with key, there is pressure coming out of the crankcase hole, but not a lot. Could I have a busted reed valve? Any insight appreciated.
 
The third line goes to a pulse fitting on the block. Look for it.

I kinda thought it might be something like that, but there is a crankcase port, that the pump mounts against. So, does this mean it has both? I need to look this over again tomorrow.
 
The 48 hp should only have 2 lines on it .---------It mounts directly to the pulse port !!

I was thinking the 3 line pump was for VRO, which this is not. And, when I pulled the pump off, there is a pulse port, so why would there be a 3rd line?
 
Use the 438556 pump and mount it to the pulse port.--------Plug the port for the vro if that is there.-------Perhaps this block has been replaced.

The serial number on the freeze plug matches the one on the title and the transom bracket, so the block has not been replaced. This motor also uses a primer solenoid, for whatever that does. I looked on the 48 SPL Evinrude that I have for parts, and it is exactly the same. I read in the manual that you have to rotate the red pointer, squeeze the primer bulb, then rotate the pointer back. Seriously? Who thought this one out? Possibly, this is not allowing the fuel to move from the pump to the carburetors. I have no other idea.

?????-------You are seriously puzzled by this !!!-------That primer assembly has been used for 30 years and is a wonderful set-up.---The red lever is for manual operation of the primer should you have a dead battery and need to start the motor with a rope.----Read up on how this stuff works and you will be amazed at these folks that built / designed this motor !!!

I have had a number of older model V4's and 3 cylinders, and never have had to deal with one of these. In trying to figure out why I am not getting fuel to the carburetors, I found this and read in the manual about it. All it had was for manual operation (never said rope starting), it said to rotate the red pointer and pump the primer bulb one time. I have a couple of parts motors, and the 1995 model 50 has the fuel pump with only the inlet and outlet on the pump, and I will have to go back and look, but I don't think there was one on that one. I thought all the 1995 model 50 hp motors had the oil injection, but it does not appear that this one did. I picked this motor up from a friend that bought it new, and he never said anything about oil injection, but the model number on the block and transom are the same, and they come up as a 1995 model.

Would moving the red pointer around and using the primer bulb, solve the fuel to carburetor problem?
 
You push the key in while cranking.-----That opens the primer valve to inject fuel for starting.-------------That primer valve replaces choke flappers of yesteryear.------Should you have a dead battery the red lever is used to manually open the valve and you operate the primer bulb.------Then start the motor with a rope.---------That primer valve assembly can not be improved , as it is a very good unit.
