1995 40hp Mariner difficult to restart

"I have a 1995 40hp Mariner on a TX-17 Bass Tracker that is difficult to restart. Initially the engine starts up right away, but once it is shut down it takes a few minutes of cranking to restart. Seems like it is flooded. Any input from anyone on the fix would be appreciated. I purchased a couple of gasket kits for the carburators; however, I was looking for some expert advice before I tear into them.
