1995 40 hp mariner magnum will not stay running

I have a mariner 40 hp serial # 0g124205 that i had a new stator installed in june and only had it out 2
or 3 times on 7/3/16 i had out in lake mi looking for perch was going at 3-5 mph for maybe 3-4 miles trying mark fish and when i decided to head in and give it the gas it died.
when i try to restart it only start with full speed idly and when i slowed down it would die .
any ideas?
fouled plugs?
carb prublems?

pull plugs inspect,should be lt.brown.more history needed.Was fuel fresh,tank cleaned,inspected.Is primer bulb staying firm. Was compression test done lately,Spark test,Carbs cleaned recently?
