1994 Merc Cruiser Bravo engine question

Hey all, my dad had his 350 Merc cruiser Bravo on his Proline rebuilt and this weekend we took it out for the first time to see how she runs. The temp and oil pressure was great, when in nuetral the engine will rap up easily to 5500 rpm if we wanted it to...( we didnt because we need to break it in first) but when we put it in gear the engine would not get up above RPM's and the boat will only move at 10 MPH......we thought the timming was off because its supposed to be set ahead alitte but that wasnt the problem......we think the secondarys are open alittle? Anyone have any ideas why in forward it will not go any higher that 2500 rpm's even when we have the throttle opened all the way up? Thanks in advance for your help.

They have to open up. Did you rebuild the carb? Is the gas fresh? Is the timing getting the full range? Put a timing light on it and run it...see what advance it is getting. Put the timing light on each plug wire right at the plug to see the spark pattern...is it consistent on all 8 plugs? One or two bad plug wires will bog it down.
