How's the wiring? Could be an earthing / grounding issue.
Start at one point and work through meticulously.
Trim sender should be grounded on transom bracket. Shot trim sender maybe?
Is it all wired up correctly?

Loose plugs? From control to motor? Between control and guages? Under hood wiring sound and clean connectors?


Too many variables here, start at one point and work through the connections first, then check assignment of wiring. IE correct wires for intended purpose going where they should.

Grounding is usually the main culprit...
