1994 Mariner 115 shifting problem

I have a 1994 Mariner 115 2 stroke 4 cylinder that will not shift out of forward or reverse when engine is running, shut off engine and it shifts easily back into neutral, also shifts easily into gear from neutral when engine is running but not back out of gear. Any ideas on where to start looking.

2+2 engine? Did you mix up the carbs when you put it back together? Only the upper cylinders fire at idle. There is no idle circuit in the lower two carbs. Around 1800 rpm's the lowers kick in with the help of an accelerator pump actuated by a cam.

i knew about not mixing the carbs up thanks though easy thing to do, Previously set idle in neutral will try in forward won,t be able to try it for a couple of days work gets in the way. local shop thinks it is in the clutch in lower unit didn't want to go there yet.
 
Try to put the boat in the water and tied to a dock. I didn't the last time and it cost me a prop from crap kicked up off the bottom from the prop wash while revving the engine.
