1994 johnson oil leaks

Hi, Have a 1994 Johnson 60 hp outboard. Have noticed oil on bottom of cover underneath air silencer. should I replace gaskets and screws as recommended by manual. Why do old screws have to be replaced, can they be reused? What would other caused of oil leak other then
gasket?

That thing about replacing screws etc... ignore it. Since 1960, if a bolt/screw was stripped, broken, head worn down, damaged in some way, I would replace it. To simply replace one to pad somebody's pocket and run up a costomer's bill... not likely.

The area under the carburetor face plate being oily is a common problem caused by the fuel/oil mixture dripping from the carburetors when the engine is tilted, OR having the drain hose come loose that is attached to the lower rear port area of the face plate.... the hose that leads to the bottom main bearing area of the powerhead.

Wipe it clean and don't lose any sleep over it.
 
Some screws are coated ( blue plastic material ) to prevent them from vibrating loose.-----Manual recommends replacement , but you do not absolutely have to.
