1994 Johnson 150 hp warning buzzer

Hi,
I'm new to the site and trying to fix a 1992 Lund 1850 Tyee boat I just got. It had a 1992 Mercury 150 hp black max on it and it was blown up when I got it. I got a good deal on a 1994 Johnson 150 hp fast strike outboard. The problem I'm having is the warning buzzer stays on. The buzzer is a two wire with a brown and purple wire. I have narrowed down that the oil tank brown wire and VRO, The oil tank brown wire will make a load chirp when the key is turned on and then it goes in to a low sound, with the VRO, vacuum sensor and temp sensors wires unplugged. When I plug in the VRO wires it goes to a louder sound, all other sensor brown wires unplugged. It doesn't go off when the VRO and oil tank wire are unplugged. When the vacuum and temp sensors are hooked up it is does not off, but if I ground there brown wires for them, after I unplug the VRO and oil tank wire it does work. I'm using the key switch that was in the boat as it had a push to choke key. I have everything else working it runs great, the safety kill switch works, dash works, it starts only in neutral and the choke works, so I think I have all that wiring right. If anyone know how to fix it please post. I don't want to have to mix the oil in the gas and eliminate the VRO system. Thank You
 
I don't get the chirp or buzzing with the oil tank and VRO unplugged. But if I plug the VRO in and the oil tank unplugged, then I still get the louder buzzing.
