1994 evinrude 9.9 no spark

I have a 1994 Evinrude 9.9 hp outboard with a pull start. It had been sitting up for a while so I rebuilt the carb, fuel pump and put new spark plugs in. I tried starting it with no avail. I tested for spark and got no spark. I disengaged the kill switch on the tiller, still no spark. What should I test next?
